I can't purchase 1Password 3.9 at Mac App Store because it requires Lion
1Password 3.9 and later is only available for OS X Lion. Apple does not allow you to purchase apps from the Mac App Store if you are not running the OS they require. Once you upgrade to Lion, you will be able to purchase 1Password and other apps that require it.
